If you’re a freelancer billing hourly across 5 to 15 clients, you probably stayed on Clockify’s free plan longer than anyone. Unlimited projects, unlimited clients, no subscription — it was the obvious call. Then April 2026 happened. Clockify moved billable rates, CSV exports, and report history beyond 31 days behind a paywall, and suddenly the free plan stopped doing the one job hourly freelancers need it to do.
The fix is straightforward: upgrade to Clockify Standard at $5.49/seat/month (billed annually). Not Basic — Standard. Billable rates live on Standard, not Basic. The distinction matters, and most articles covering the April changes get it wrong.
- The Pick: Clockify Standard — $5.49/month (annual), the cheapest tier that includes billable rates, CSV exports, and unlimited report history
- Runner-Up: Toggl Track Starter — cleaner UX and solid reports at $9/month; worth it if the interface matters more than the $3.50/month difference
- Skip: Harvest (pricing chaos post-Bending Spoons acquisition), Timely (AI auto-tracking built for agencies, not solo freelancers), RescueTime (productivity monitoring — wrong tool entirely)
- Cost: $5.49/month billed annually (~$66/year solo)
- Important: Clockify Basic ($3.99/month) does NOT include billable rates. Standard is the minimum viable tier for hourly billing.
Why Clockify Standard Is the Pick
The April 21, 2026 update restructured Clockify’s free plan around teams, not freelancers. What disappeared from free:
- Billable rates (per-project and per-user rate assignment)
- CSV and Excel exports
- Report history beyond 31 days
- Project time estimates
- Bulk editing
For a fixed-fee freelancer who just needs a timer and PDF reports, the free plan still works. But if you need to know what your hours are worth in dollars — and pull that data into Wave or FreshBooks for invoicing — you need Standard.
At $5.49/seat/month on annual billing, Clockify Standard is the cheapest paid tier in any capable time tracker that includes billable rate assignment. That’s ~$66/year for a solo freelancer. The math is simple: if you’re billing clients for your time, you’re recovering that cost on your first tracked hour.
What Standard actually gives you for hourly billing:
- Project-level and user-level billable rates — set different rates per client or per project without workarounds
- CSV and Excel exports — pull your raw data into any invoicing tool; no manual entry
- Unlimited report history — quarterly tax summaries, year-over-year client reviews, whatever you need
- Project time estimates — set budgets per project so you know when you’re approaching scope creep before it becomes a client conversation
- Unlimited projects and clients — this was true on free too, and it remains Clockify’s strongest structural advantage over every competitor at this price
Clockify does not include invoicing at the Basic tier, and Standard’s invoicing is lightweight — this is fine by design. Pair it with Wave (free invoicing) or FreshBooks Lite ($19/month) and your complete billing stack runs under $25/month. Trying to find one tool that handles time tracking and invoicing at this price point always means compromising on both — don’t.
One honest limitation: Clockify’s user sentiment took a hit after the April 2026 changes. Trustpilot sits at 3.8/5, with consistent complaints about the free plan rollback and lack of advance notice. One representative review: “Recent changes in plans have made Clockify useless for freelancers. They took away the ability to track hourly rate and removed Excel and CSV exports.” The product itself didn’t get worse — the free tier did. If you’re paying for Standard, the core functionality is intact and the interface is functional, if not beautiful.

Why Not Toggl Track
Toggl Track Starter is $9/user/month (billed annually) and it includes billable rates, project time estimates, time rounding, and PDF/CSV exports. The UX is noticeably cleaner than Clockify — reports are easier to read, the timer is faster to use, and the mobile app feels more polished.
The case for paying the extra $3.50/month is real. If you spend significant time inside the reporting interface — reviewing hours with clients, building weekly summaries, pulling data for estimates — Toggl’s cleaner output saves friction every time. At less than a coffee per month difference, the UX upgrade is defensible.
We still pick Clockify Standard because the core job — tracking time against clients and projects with billable rates — is equally well executed at $3.50 less per month. For a freelancer watching margins, that’s the call. But Toggl Track Starter is not a compromise pick. It’s the right pick if the interface matters to you, or if you ever share reports directly with clients and want them to look good without extra formatting work.
Toggl’s free plan (up to 5 users) remains excellent for fixed-fee freelancers who don’t need billable rates at all — but that’s a different problem. The companion article linked below covers that case.

Why Not the Rest
Harvest — Starts at $9/seat/month billed annually (Teams plan), not $12 as widely cited. But the pricing is almost beside the point. After Bending Spoons acquired Harvest in 2025, the company restructured to a plan-fee-plus-usage model. G2 reviews and published reports document cases where annual costs jumped drastically with minimal notice — one longtime customer reported their bill going from ~$6,000/year to ~$30,000/year after the restructuring. For a solo freelancer on a predictable budget, you don’t want to be on a platform where pricing can be repriced overnight. Skip it.
Timely — Starts at $11/user/month (Starter, monthly billing) or $9/user/month on annual billing. The AI auto-tracking that fills your timesheets automatically is genuinely impressive technology. But Timely is built for agencies and knowledge-worker teams, not solo freelancers running 10 client projects simultaneously. The interface reflects that — there’s overhead in setup and categorization that makes sense at 20 people and becomes friction at 1. If you want AI-powered auto-tracking, it’s worth a look when you’re billing at $150+/hour and your time is worth more than the setup cost. At freelance rates where every tool dollar counts, it’s overbuilt.
RescueTime — Wrong tool entirely. RescueTime monitors which apps and websites you use and categorizes your productivity patterns. It doesn’t track time against client projects. It doesn’t assign billable rates. It can’t export data for invoicing. If you want to understand whether you spend too much time in email versus deep work, RescueTime is interesting. If you need to send a client an invoice for 14.5 hours of design work at $85/hour, RescueTime gives you nothing useful.
When to Revisit This Pick
Clockify Standard holds up as long as you’re a solo freelancer. The moment you bring on a subcontractor or hire your first part-time collaborator, re-evaluate the per-seat cost across your actual headcount — at that point Harvest’s team features (pricing volatility aside) or Toggl’s Premium plan ($18/user/month annually) may deliver better value for the team overhead management they add.
If Clockify reprices again — the April 2026 change was the second significant restructuring in 18 months — check whether Standard’s billable rates feature has migrated upward. The pattern from other platforms acquired by growth-focused investors suggests that free-to-paid feature migrations don’t stop at one round. For now the Standard tier is stable. But watch it.
For now: you bill hourly, you need billable rates, you want your time tracker to cost less than your morning coffee. Clockify Standard is the pick.
