The Agency Hourly Billing Stack — $194/month, 4 Tools
The complete hourly billing stack for 3-person service agencies: Toggl Track Premium, FreshBooks Premium, Calendly Teams, and Wave. Track, book, invoice, collect — no CSV...
The whole setup for agencies
$194/month all in.
- Billable hour tracking & profitability reporting Toggl Track
- Invoicing, recurring billing & accounting sync FreshBooks
- Round-robin team scheduling Calendly
- Free invoicing & client contact fallback Wave
Your 3-person service agency is billing clients by the hour — and money is leaking between four disconnected tools: a timer no one trusts, invoices assembled by hand in a spreadsheet, a booking link that doesn’t know who’s available, and client context living in someone’s inbox. This stack closes every one of those gaps. Four tools, one clean flow: track → book → invoice → collect. Total cost: $194/month. That’s roughly the cost of one unbilled hour you’re losing every week right now.
- Persona: 3-person service agency billing clients hourly
- Total: $194/month (annual billing where applicable)
- Covers: Time tracking with profitability reports, invoicing with accounting sync, round-robin team scheduling, and a free invoicing/client contact fallback
- Skip this stack if: You manage creative project delivery — use the Creative Agency Ops Stack ($162.70/month) instead; this stack optimizes for billing precision, not project delivery
The Stack
Toggl Track Premium — Billable Hour Tracking & Profitability Reporting ($54/month)
Toggl Track is the system of record for every billable hour this agency produces. The Free plan covers up to 5 users and handles basic timers, but it gates the two features that make hourly billing actually work at the agency level: billable rates and profitability analysis. Premium, at $18/seat/month on annual billing, unlocks both.
For a 3-person team, that’s $54/month. What you get for it: labor cost vs. billable rate analysis per project, project forecasts that flag when a client engagement is burning budget ahead of schedule, timesheet approvals so you have a signed-off record before you invoice, and scheduled email reports you can set and forget. Billable rate mismatches — where you’re charging $150/hour but the project is actually costing you $200/hour in labor — are invisible without this. Premium makes them visible.
Unlike Harvest, Toggl’s pricing is flat: $18/seat, nothing stacked on top. Harvest restructured to usage-based fees after its 2025 acquisition, and real-world agency bills have reflected that unpredictability badly — one consultancy reported its bill jumping from $130 to over $2,100 at renewal. Toggl Premium is flat and predictable.

FreshBooks Premium — Invoicing, Recurring Billing & Accounting Sync ($92/month)
FreshBooks is where the hours in Toggl become money in your account. The Premium plan at $70/month base gives you unlimited billable clients, recurring invoices, late-fee automation, and double-entry accounting. Every plan is single-user by default — additional team members run $11/month each. For 3 seats: $70 + (2 × $11) = $92/month.
The features that matter most for hourly agency billing: recurring invoices handle retainer clients without manual touchpoints every month, and late-fee automation accrues penalties automatically when clients miss payment terms. The double-entry accounting and native QuickBooks Online and Xero sync mean your accountant works from FreshBooks data without you exporting anything.
One honest trade-off: payment processing fees run 2.9% + $0.30 per card transaction, with an additional 1.5% for international cards. If you’re collecting on large invoices, these fees add up. Factor them into your rate.
Why not Wave for invoicing? Wave is free for unlimited invoices, but its free plan is single-user — multi-user access requires Wave Pro. Even then, Wave lacks the reporting depth, accounting sync options, and automation that FreshBooks Premium provides for an active agency. Free isn’t free when it’s missing what you actually need.

Calendly Teams — Round-Robin Team Scheduling ($48/month)
Inbound client calls are the one place most small agencies lose hours without tracking them — because whoever picks up the booking link happens to be available, not necessarily the right person. Calendly Teams fixes this with round-robin routing: inbound meeting requests distribute automatically across all three team members in rotation, so no one is overloaded and every client gets a timely response.
The Teams plan runs $16/seat/month on annual billing — $48/month for three seats. The Standard plan ($10/seat) lacks round-robin routing. That single missing feature is the reason to upgrade: when three people share an inbound client load, manual distribution creates resentment and dropped balls. Standard is fine for solo booking pages; Teams is what you need for shared inbound.
Calendly Teams includes native HubSpot and Salesforce integrations. When a client books through Calendly, the contact record is created or updated in your CRM automatically — no Zapier required for that handoff. That’s the first link in the stack’s workflow chain, and it’s built in.
Acuity Scheduling’s Powerhouse plan runs $49/month flat-rate — $1/month more expensive than Calendly Teams for 3 people. At 3 seats, Calendly wins on price (barely) and has the routing workflow we want out of the box. Acuity’s flat-rate pricing becomes genuinely attractive past 6 seats, where the per-seat math flips.

Wave — Free Invoicing & Client Contact Fallback ($0/month)
The fourth slot in this stack handles client context and serves as a zero-cost fallback layer. Wave’s free plan covers unlimited invoices, expense tracking, and basic income and expense reporting — genuinely useful for a team that wants a secondary ledger or needs a lightweight record of client billing activity outside FreshBooks.
What Wave is not: a full CRM, a multi-user collaboration tool on the free plan, or a replacement for FreshBooks at agency scale. The free tier is single-user, which means it works best as one team member’s personal audit trail or as a zero-cost reference layer rather than a shared team system. Wave Pro at $19/month unlocks additional users and automatic bank feeds via Plaid, but at that point you’re paying for something that partially duplicates FreshBooks Premium — not a clean trade-off.
The practical use case here: a client relationship that doesn’t yet have active billable hours in Toggl can get a quick invoice or a tracked expense record in Wave without touching your FreshBooks billable client count. It also gives the team a free fallback if a client relationship needs basic paperwork before the project formally kicks off in your main billing stack.
If you need shared client pipeline management across all three team members — deal stages, activity logging, contact records with full history — Wave doesn’t solve that. Budget HubSpot Sales Hub Starter at $50/month and raise your total stack cost to approximately $244/month. That’s the right upgrade when your sales motion requires it, and you’ll know when you hit that threshold.

The Workflow Handoff
The reason this four-tool combination works is the handoff chain. Calendly routes an inbound booking → the CRM or Wave captures initial client context. Your team tracks time against that project in Toggl Track, with billable rates and profitability visible in real time. At invoice time, Toggl’s time reports feed into FreshBooks — this step requires a Zapier or Make automation rather than a native direct connection, so plan 30 minutes to set up the workflow trigger once. FreshBooks invoices go out, FreshBooks syncs to QuickBooks or Xero, and your accountant works from live data.
The one manual step is Toggl to FreshBooks. Set up the automation once and it runs hands-off. Every other handoff in the chain is native.
The Total Cost Breakdown
| Tool | Tier | Monthly Cost |
|---|---|---|
| Toggl Track | Premium (3 seats) | $54 |
| FreshBooks | Premium (1 base + 2 seats) | $92 |
| Calendly | Teams (3 seats, annual) | $48 |
| Wave | Free | $0 |
| Total | $194/month |
Annual spend at this rate: $2,328/year. If you add Wave Pro for automatic bank feeds and multi-user access, add $19/month — bringing the total to $213/month. If you swap in HubSpot Sales Hub Starter for full pipeline management across all three users, budget $244/month instead.
Who This Stack Is For
A 3-person service agency where time is the product. You’re billing hourly or on retainer, you have 10–40 active clients, and your current workflow involves a time tracker nobody trusts and invoices built by hand on a Friday afternoon. You want to know whether a client engagement is actually profitable before you’re three months into a bad deal. You have one person who handles bookkeeping sync with an accountant, and you need the accounting data to be current without a weekly manual export.
This stack works for consulting firms, boutique marketing agencies, legal support services, and any service business where the unit of revenue is time and the output is knowledge.
Who This Stack Is NOT For
Creative agencies managing project delivery. If your agency lives in briefs, creative feedback rounds, and asset approvals, you need a project management layer this stack doesn’t provide. The Creative Agency Ops Stack at $162.70/month covers that workflow. Use that one instead, and migrate here when billing precision becomes the top priority.
Solo operators. FreshBooks Premium at $92/month is overkill for one person. FreshBooks Lite starts at $23/month for one seat and 5 billable clients. If you’re solo, Toggl Free and FreshBooks Lite gets you to $23/month and covers everything you need.
Agencies with 6+ people. At 6 seats, Toggl Premium costs $108/month and Calendly Teams costs $96/month. At that scale, a unified platform starts competing on total cost. Re-evaluate the stack at the 6-person mark — specifically whether an integrated agency ops tool consolidates what you’re patching together here.
Agencies that need shared CRM for all three users from day one. Wave handles basic client billing records but is single-user on the free plan. If your sales motion requires pipeline tracking, activity logging, and deal stages across the full team immediately, skip the Wave fallback and budget for HubSpot Sales Hub Starter at $50/month. The stack still works — it just costs $244/month.
Upgrade Path
When Toggl gets outgrown: Toggl Premium handles teams of 50+ without structural issues, so you won’t hit a seat ceiling anytime soon. You’ll feel the limit when you want time tracking integrated directly into a project management tool without automation middleware. At that point, evaluate whether a unified platform covers time tracking natively.
When FreshBooks gets outgrown: FreshBooks Premium handles unlimited clients. The trigger to upgrade or switch is payroll: FreshBooks Payroll is a separate add-on at $40/month + $6/user. If payroll becomes a workflow priority, evaluate whether a dedicated payroll tool alongside FreshBooks or a migration to QuickBooks makes more sense at that stage.
When Calendly gets outgrown: The Teams plan scales to 30 seats at the same $16/seat rate. At 10+ seats, run the math against Acuity Powerhouse’s flat $49/month — that’s where the pricing inversion happens and Acuity wins on cost.
When Wave gets outgrown: The upgrade is either Wave Pro at $19/month (for bank feeds and multi-user access) or HubSpot Sales Hub Starter at $50/month (for full CRM pipeline management). Wave Pro makes sense if you want automatic bank reconciliation without switching tools. HubSpot makes sense when you have enough active sales relationships to justify a real pipeline view. At the 5-person agency mark, compare HubSpot Sales Hub against purpose-built agency CRMs before committing — HubSpot’s paid tiers scale, but the pricing climbs fast.
