If you’re running a 5–20 person agency and billing clients by the hour, you’re probably paying too much for your time tracker. Harvest’s new usage-based pricing and Toggl Track Premium at $18–$20/user/month add up fast. A 10-person team on Toggl Premium pays $180–$200/month just to log hours. That’s $2,160 a year to find out you underquoted a retainer.
Just use Clockify Pro.
- The Pick: Clockify Pro — locked timesheets, invoicing, and project profitability dashboards at $7.99/user/month annually
- Runner-Up: Harvest — cleaner UX, invoicing built in, but usage-based pricing makes costs unpredictable at scale
- Skip: Toggl Track Premium ($18/user/month annually — double the cost for equivalent agency features), Timely (AI tracking is genuinely good but no native invoicing, wrong fit for billing-heavy agencies), RescueTime (productivity monitoring, not client billing)
- Cost: $7.99/user/month billed annually, $9.99/user/month monthly — a 10-person team pays ~$80/month annually or ~$100/month monthly
Why Clockify Pro
The core case is arithmetic. A 10-person agency on Clockify Pro pays $79.90/month billed annually. That same team on Toggl Track Premium pays $180/month. The difference — $100/month, $1,200/year — doesn’t buy any extra accuracy in how your team logs hours. It buys polish and a smoother UI. That’s a real trade-off, but it’s the trade-off agencies should be making consciously, not accidentally.
Clockify Pro earns its place beyond just being cheaper. Three features matter specifically for agencies:
- Timesheet locking — lock all entries before a cutoff date so only admins can edit. Without this, a junior account manager can adjust last Tuesday’s hours after you’ve invoiced the client. That’s a compliance liability. Locking is available on Standard and above, so you don’t even need Pro for this alone, but Pro is where the rest of the agency toolkit lives.
- Project profitability dashboards — Pro shows estimated vs. actual hours per project, per client, with a breakdown of billable hours, labor costs, and margin. This is the number agencies need to know whether a retainer is making money or slowly eating it.
- Invoicing — included from the Standard plan ($5.49/user/month annually) upward. If you only need invoicing and timesheet approvals, Standard covers it. Pro adds profitability reporting, scheduling, and resource forecasting on top.
Integrations are worth calling out. Clockify Pro connects directly with QuickBooks, FreshBooks, and Xero — the accounting tools most agencies are already running. If your bookkeeper lives in QuickBooks, the data flows without a manual export step. The broader integration list covers Asana, Trello, Jira, ClickUp, and Notion, so your project management setup stays intact.
The interface is utilitarian. It’s not ugly, but it won’t delight anyone. Clockify’s strength is in how fast it gets out of the way — log time, tag a project and client, run a report. The mobile app works, though if your team tracks time primarily on phones it’s not the smoothest experience in the category.
One important note on the Free plan: as of April 2026, Clockify capped it at 5 users and removed billable rates and CSV/Excel exports from free accounts. For any agency already above 5 people, the Free tier is irrelevant. Budget for paid seats from day one and go straight to Pro — the Standard plan ($5.49/user/month annually, $6.99/month monthly) is a reasonable stopping point if your team doesn’t need profitability reports yet, but most agencies running client retainers will hit the ceiling quickly.

Why Not Harvest
Harvest has the best out-of-box workflow in the category. Timer integrations are tight, invoicing is clean, and the interface asks almost nothing of new users. For agencies where onboarding reluctant team members is the real problem, Harvest is genuinely easier to roll out.
The pricing model is the issue. Harvest was acquired by Bending Spoons in mid-2025 and moved from flat per-seat to a base rate plus usage-based billing. The Teams plan starts at $9/user/month billed annually — below Clockify Pro’s annual rate — but that’s a floor, not a ceiling. Once your account exceeds the included invoices, projects, clients, and tasks, usage fees stack on top. Two agencies with identical headcount can pay very different amounts depending on client volume. For a 10-person agency managing 15–20 active clients with regular invoicing, the all-in monthly cost consistently lands above Clockify Pro’s flat rate.
The other gap is profitability reporting. Harvest puts this behind the Enterprise tier, which starts at $14/user/month annually plus usage. Getting the project-margin visibility that Clockify Pro includes at $7.99/user/month requires moving up a full tier in Harvest. That’s a meaningful difference for any agency trying to understand whether a fixed-fee project is eating their margin.
If you’re a 2–4 person boutique already embedded in Harvest’s workflow, don’t migrate. The savings at that team size don’t justify the disruption, and Harvest’s UX genuinely reduces onboarding friction. But for teams of 8 or more billing across multiple clients, the math tilts toward Clockify Pro.
Try Harvest if UX is the priority — Teams plan from $9/user/month
Why Not the Rest
Toggl Track is the most polished time tracker in this category. The UI is genuinely better than Clockify’s, the onboarding is near-zero, and the reporting is clean. None of that changes the math: Toggl Track Premium — the tier with timesheet approvals and the features agencies actually need — runs $18/user/month annually or $20/user/month monthly. A 10-person team pays $180–$200/month. Clockify Pro is $79.90–$99.90/month for the same team. The gap is $1,200–$1,440/year. Toggl’s invoicing is also limited to simple invoices generated from reports, which falls short of what most agencies need for client billing. The only scenario where Toggl wins for an agency is when team adoption is the existential problem and you’re willing to pay the premium to remove friction. That’s a defensible call for some shops — just make it knowingly.
Timely has a genuine differentiator: AI auto-tracking that logs time from your calendar, apps, and meetings without anyone manually starting a timer. For consultants who forget to log hours, it’s a real solution. For agencies, the model doesn’t fit. Timely’s Premium plan runs $16/user/month annually — more expensive than Clockify Pro. There’s no native invoicing, so you’re adding a separate billing tool. The value proposition is around reducing the burden of manual logging, which matters less in agencies where project managers enforce timesheet discipline anyway. Better fit for solo consultants than a 10-person billing operation.
RescueTime tracks how your team spends time on apps and websites. It’s productivity monitoring software, not client billing software. There’s no project tagging to a client, no billable rates, no invoicing. It’s a different tool solving a different problem — not a time-tracker for agency billing.
When to Revisit
Clockify Pro scales cleanly to about 50 seats before most agencies start hitting the edges of what it can do. Beyond that, the scheduling and resource planning features start to feel thin against dedicated workforce tools. If you grow past 50 people or find yourself needing shift management, open-shift workflows, or advanced capacity planning, evaluate dedicated agency management platforms alongside Clockify Enterprise. At that size, per-seat cost is less important than workflow completeness.
If your agency bills on fixed-fee projects rather than hourly retainers and doesn’t need invoicing in the time tracker, also reconsider. Clockify Standard at $5.49/user/month annually is sufficient — Pro’s profitability layer is most valuable when billable-rate reporting and margin-per-client visibility drive actual decisions in your business.
